Add a contact filter to the meter reading request e-agent task, so that automatic meter read requests can have different messaging depending upon whether the equipment meter read contact is setup on e-info or not. The following columns should be filterable for this to work:
* Active
* E-info Enabled
* Customer e-info First User Setup Date
* (Plus all of the other usual contact columns).
Right now, filters can only be applied to the contract, equipment or branch. The idea is, any non e-info users, Ethos want to receive these meters via email, whereas the e-info users they want to include the portal URL and direct them to the device landing page.
