Add the option when making On hold codes for service calls that keeps items from the ILC but is not a credit hold

The client is not on credit hold but we are not ordering the parts needed for the service call right away due to client or tech availability. Putting the call on hold works but the items still fall in the ILC to be ordered. Would like the items to be kept from the ILC until the call is released
